This website accompanies our IMC 2025 paper:

Tracking Internet Disruptions in Ukraine: Insights from Three Years of Active Full Block Scans

We present results from ongoing ICMP-based /24 block-level measurements, provide aggregated datasets to the research community, and share additional context on Internet disruptions observed during the war in Ukraine.

What we publish

We provide aggregated /24 block-level data only:

  • Number of responding IPs per timestamp
  • Mean and variance of RTT
  • The AS that is announcing the block in BGP
  • Ever-active IPs per month

What we do not publish

The raw dataset contains individual Ukrainian IPs and their responsiveness.
Publishing this data could put people and networks at risk.
In case your research requires access to IP-level data, we offer to provide anonymized IP data. Please include this information in your request. Release will only be reconsidered in collaboration with Ukraine’s national CERT after the war.

Researchers can request restricted access.
